Most of the free PR sites wont work now.
Newswire.com has become a dominant player and has acquired most of the smaller players. The free sites that existed in 2010 are non existent and out of quality now.

Ideally its better to submit one free press release and then one paid release and track both of them to see which one gets you traffic and results. Too much of free submissions may get low quality links and 100% paid submissions is not feasible for most of the business in beginning stage.
